ε - Add repo structure: CODEOWNERS, templates, SECURITY.md 
Add branch protection infrastructure:
- .github/CODEOWNERS for auto-assign
- Issue templates (bug report, feature request)
- PR template with checklist
- SECURITY.md with disclosure policy
- Update CONTRIBUTING.md with branch workflow and ε commit prefix
